It is more difficult to justify the use of on-premises systems due to the Pandemic, an increase in weather emergencies and cyberattacks and associated security vulnerabilities. The report indicates that this is a welcome change, with over 1/3 of respondents saying that they must go to a physical location, such as a station house or office, to complete required paperwork instead of using cloud technology to complete these tasks.

The need for mobile phones has been accepted by the first responders. They rely on their devices for emergency dispatch software, capturing evidence and connecting with their colleagues and the community.
